Intended audience and
brief background This course is aimed at those officers and managers
who wish to better understand the concept of community benefits and how they
can use procurement activities in their organisations
to deliver wider outcomes in this area of policy. Attendees could include Procurement, Commissioning, Legal, Finance, Policy,
Service Managers, Economic Development and Regeneration / Officers and
management teams. The course could be adapted to include Private sector
and Third sector partners and suppliers. |

Objectives of the course
and format Is to demonstrate how the
inclusion of Community Benefit outcomes can add value to the objectives of
the organisation and specific contracts through the
application of good commissioning and procurement techniques and utilising current legislation and guidance. Delegates
will be encouraged to think about the public sector responsibilities in terms
of conditioning society, improving the wellbeing of the community and acting
as guardians to the environment in all of its guises. Delegates will
understand: 1.The legislative background 2.Welsh government policy 3.What’s possible? Why we should do it? 4.How to work within the commissioning/ procurement cycle 5.How to incorporate social clauses at various points Core v Non- Core 6.How to deliver the benefits and measure community benefits 7.Case studies and best practice |

Training methods Training will be a
mixture of prepared information on PowerPoint or other acceptable medium,
case studies, discussion and exercises aimed to raise awareness of the Welsh
government approach to delivering community benefits through procurement. We
approach the topic in a positive manner looking at the “art of the
possible” in terms of adding real value to your organisation
and community through enriching delivery of services. A working folder will be
provided which will build up in to a useful working tool and contain relevant
reference material, for use as a reference document in the workplace. The
delegate will return to the work base with a better understanding of how to
achieve real value through the a different approach
to achieving real value through procurement. |

your own experience and examples of best practice you are already aware of
